Overview: This paper discusses the growing market for mobile phones for children and teenagers, and reviews some of the factors behind that growth from the perspective of parents. It looks at why some parents have already given mobile phones to their kids -- despite some reservations -- and why others have not yet done so. The recurring theme is that parents want to provide phones to their kids for security, but they want to have some control over how they are used. They also want to balance the child's freedom to have and use a phone with their desire to ensure the privilege is not over-used, or misused. The paper reviews the best-known solutions, and finds that most come short in providing what most parents are looking for.
